Bugs
There is a bug associated with Brynjolf creating his distraction in the Market. The cause is unknown, but likely due to the quest system not correctly setting flags when the quest is complete. The effect is everyone will remain in the center of the market plaza, being told the "news" repeatedly. They will not return to their normal activities. The result of this bug is Brynjolf will remain in his stall and will not move, therefore not going to the Ragged Flagon to meet you for the next quest.
One known way of contracting this bug is if you complete the quest but do not move forward to the next Thieves Guild quest immediately.
Another known way of getting this bug, is to attempt planting the ring at night, after the market stalls are closed. Brynjolf will tell you to come back in the morning, however, it is possible to get him to cause a distraction at night if you talk to him in the Market at night.
To avoid the nighttime version, before placing the ring in Brand-Shei's possession, make sure you wait until daylight hours (after 9am to be safe). You can use the Wait command without issue.
To avoid receiving the bug another way, wait until Brynjolf calls off the distraction before talking to him. Note that talking to him before he calls it off does not necessarily result in the bug.
On the PC, use this fix with the console. This will remove bugged script from all involved NPCs: clearquestaliases TG00SP
On the PC, go to the Ragged Flagon, open the console, summon Brynjolf to you with player.placeatme 0001B07D
Possible fix for non-PC users: A way to get around this is by pushing Brynjolf to the door to The Ratway (by either sprinting at him or using the Unrelenting Force shout, then yielding/healing hands). Tell any followers you have to wait in Riften, save, activate the door and quickly talk to Brynjolf. (This does not work 100% of the time, so if Brynjolf doesn't appear in The Ratway, load your save.) Once you're in The Ratway with Brynjolf, attack him and run to The Ragged Flagon. Once inside, have him chase you all the way up to the bar, then yield. Talk to Brynjolf quickly, before he can leave to go back to his stall, and he will give you the next part of the quest.
Possible fix for non-PC users: Unrelenting force shout (if you attack him any other way a bounty and guards are involved) Brynjolf. Have him chase you to the door to the ratway. Down him as close to the door as possible, Healing hands (preferably) to get him up. the second his character model tries to get up exit via the door to the rat way, he will follow ( and continue to attack) if done correctly, repeat this inside at the Ragged Flagon door for same results (he follows you into the Flagon), he will initiate conversation upon entering the flagon and you can continue with the quest. No calm spell needed, healing hands just allows you to get him up at the right time, but is not necessary. Has been confirmed to work for Xbox.
Possible fix for 360 users: Specifically - Get him to chase you down to the door of The Ratway using Unrelenting force. If the guards down him wait until they move away and he will chase you again when he gets back up. You can down him yourself with damage, then if you Healing Hands on him when he's down he should sheath his weapon and be able to be spoken to. Open the Ratway door and immediately Unrelenting Shout him before it starts loading. You should see his health bar appear, if this happens he will come into the Ratway and even the Ragged Flagon. Save if it works as the Thieve members may also attack you, making this more difficult. You may want to sneak. Down him inside the Ragged Flagon with damage, fully heal him again and you should be able to finish it.
Possible fix for non-PC users: After you stole Madesi's ring, go back near the crowd like normal and wait for Brand-Shei to show up. He will sit down in the back of the crowd listening to Brynjolf, a spot right in front of some boxes giving you a perfect hidden spot behind a crack between the boxes to plant the ring on Brand-Shei. As soon as you did, Brynjolf will call off the distraction and only after then will you go talk to Brynjolf. And that will trigger the conclusion and his departure of the scene.
There is also apparently a glitch that may cause other NPCs to attack Brand-Shei after you've planted the ring, presumably because of his newfound status as a criminal. This can result in Brand-Shei's death, which will not affect your ability to finish the quest, but will obviously prevent any future interaction with him.
When you successfully framed Brand-Shei and he is imprisoned at Riften Jail for a week, he may never be released due to a bug.
PC Note This can be fixed by entering the following in the console: set TG00BrandSheiJail to 0 (apparently this value is not set to 0 after a week). The next time Brand-Shei's schedule is updated he will leave jail and resume his original schedule. You can force him to do update his schedule right away by selecting him in the console (or entering prid 19DDC) and entering evp next.

Notes
Any text displayed in angle brackets (e.g., <Alias=LocationHold>) is dynamically set by the Radiant Quest system, and will be filled in with the appropriate word(s) when seen in game.
Not all Journal Entries may appear in your journal; which entries appear and which entries do not depends on the manner in which the quest is done.
Stages are not always in order of progress. This is usually the case with quests that have multiple possible outcomes or quests where certain tasks may be done in random order.
If an entry is marked as "Finishes Quest" it means the quest disappears from the Active Quest list, but you may still receive new entries for that quest.
On the PC, it is possible to use the console to advance through the quest by entering setstage TG00 stage, where stage is the number of the stage you wish to complete. It is not possible to un-complete (i.e. go back) quest stages.
